Appropriates $4,500,000 to the State Board of Education for grants to school districts to contract with organizations that directly provide students and school-based staff with mental telehealth services that are billed to Medicaid and commercial insurance plans. Effective July 1, 2025.

SB 2899, Representative Aaron M. Ortiz
Amends the Illinois Insurance Code. Provides that a group or individual policy of accident and health insurance or a managed care plan that is amended, delivered, issued, or renewed on or after January 1, 2028 that provides coverage for: habilitative services shall provide coverage for habilitative speech therapy as a treatment for stuttering, regardless of whether the stuttering is classified as developmental; rehabilitative services shall provide coverage for rehabilitative speech therapy as a treatment for stuttering; or both habilitative services and rehabilitative services shall provide coverage for habilitative speech therapy as a treatment for stuttering, regardless of whether the stuttering is classified as developmental, and shall provide coverage for rehabilitative speech therapy as a treatment for stuttering. Sets forth requirements and limitations for the coverage. Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, Limited Health Service Organization Act ,and the Illinois Public Aid Code to require coverage under the provisions of those Acts. Amends the State Mandates Act to require implementation without reimbursement. Amends the Illinois Public Aid Code. Provides that, subject to federal approval, for services beginning on and after July 1, 2026, the medical assistance program shall provide coverage for medically necessary rehabilitative and habilitative services for individuals under the age of 21 with an early acquired disorder that is diagnosed as a speech-language disorder, including stuttering. Effective July 1, 2026, except that provisions amending the Illinois Insurance Code and the Limited Health Service Organization Act are effective January 1, 2028.
SB 3295, Representative Justin Cochran
Amends the Illinois Insurance Code. Provides that an individual or group policy of accident and health insurance or managed care plan that is amended, delivered, issued, or renewed on or after January 1, 2028 that provides coverage for durable medical equipment that is authorized or prescribed by a physician licensed to practice medicine in all its branches shall provide the same level of coverage for durable medical equipment that is authorized or prescribed by a different health care practitioner who lawfully prescribes or orders home medical equipment and services or uses home medical equipment and services to treat the health care practitioner’s patients. Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to establish the same requirement under the provisions of those Acts. Effective immediately.

Amends the Developmental Disabilities and Mental Disabilities Services Act. Provides that the Department of Human Services and the Department of Children and Family Services must adopt rules that permit a licensed child care institution or children’s group home that provides residential developmental disabilities services to youth under the age of 22 to allow a youth to continue to remain in his or her placement if an Independent Service Coordination agency that has not secured placement an adult placement for the youth by the youth’s 22nd birthday. Makes other changes.

HB 5605, Representative Anne Stava
Creates the Community Supported Living Arrangement Services Act. Provides that the Department of Human Services, Division of Developmental Disabilities shall work in coordination with the Department of Healthcare and Family Services to develop, implement, and operate, and to submit, through the Department of Healthcare and Family Services, amendments to the Illinois Adults with Developmental Disabilities Section 1915(c) Home and Community-Based Services Waiver, subject to approval by the Centers for Medicare and Medicaid Services. Provides for establishment of provider licensing, certification, and oversight standards for Community Supported Living-24 Hour services consistent with existing State authority for community-based residential services, but with the person’s own home not requiring licensing or Bureau of Accreditation, Licensure and Certification reviews. Provides for 24-hour availability of trained personnel for individuals with intense physical, medical, or behavioral support needs. Contains provisions regarding: covered services; enrollment; the use of tools such as the Health Risk Screening Tool; housing independence; staffing and workforce standards; phased implementation; Person-Centered Plans; dignity of risk; compliance with mandates; quality assurance; evaluations; a Community Supported Living Advisory Council; reports; fiscal issues; administrative issues; and other matters. Effective immediately.

SB 3322, Representative Lindsey LaPointe
Amends the Specialized Mental Health Rehabilitation Act of 2013. Provides that each consumer shall be offered at least 15 hours of treatment programming per week and encouraged to attend the treatment domains that meet the consumer’s needs, as reflected in the consumer’s treatment plans. Provides that each consumer’s program engagement and attendance shall be documented in the consumer’s clinical record, and each consumer shall be prompted to attend programming regularly as documented in the consumer’s clinical record at least quarterly. Provides that a facility under the Act shall not accept any person experiencing a medical issue that requires immediate medical intervention or treatment. Effective July 1, 2026.

SB 3008, Representative Laura Faver Dias
Amends the Mental Health and Developmental Disabilities Administrative Act and the Rehabilitation of Persons with Disabilities Act. Required the Department of Human Services to provide informational materials about the Senator Scott Bennett ABLE Program to: persons who are placed in a facility licensed under the ID/DD Community Care Act, the MC/DD Act, or the Specialized Mental Health Rehabilitation Act of 2013; persons with disabilities who receive services funded by or administered in conjunction with the Department, including, but not limited to, home and community based services, home-based support services, PUNS services, home care services, and services at a Center for Independent Living. Provides that the informational materials shall be provided when a person first enrolls for such services and as part of any annual process required for the person to maintain eligibility for such services. Requires the Office of the State Treasurer to prepare and deliver the informational materials in an electronic format to the Department and distribute the materials to eligible persons.

Amends the Mental Health and Developmental Disabilities Administrative Act. Delays the implementation date for the direct support professional credential pilot program to State Fiscal Year 2028 (rather than 2025). Effective immediately.

Creates the Protective Medical Equipment Freedom Act. Provides that all individual in the State have the right to wear protective medical equipment in any place of public accommodation where they have a lawful right to be without obligation to disclose health status or any other protected information, and no person, entity, or authority shall deny, restrict, or infringe upon this right. Provides that operators and public officials shall not discriminate against or penalize medical device wearers for exercising their right to wear protective medical equipment. Sets forth provisions concerning the discretion of the operator, requests to briefly remove protective medical equipment, exemptions from liability for the operator, and construction of the Act.

HB 5465, Representative Kam Buckner
Creates the Neurodegenerative Disease Patient Protection and Progress Act. Requires the Department of Public Health to convene a Neurodegenerative Disease Advisory Council within the Department. Sets forth provisions concerning the membership of the Advisory Council, terms of the members, meetings of the Advisory Council, and administrative support, and duties of the Advisory Council Provides that the Director of Public Health shall designate or hire a full-time Neurodegenerative Disease Coordinator within the Department to implement and administer the Act. Requires the Coordinator, acting through and under the supervision of the Director, and with input from the Advisory Council, to develop and publish a State plan to address neurodegenerative diseases. Sets forth required components of the Plan. Establishes a voluntary statewide clinical and population registry to collect de-identified information and, with the patient’s informed consent, limited identifying information, to (i) improve understanding of burden imposed by neurodegenerative diseases, natural history, and outcomes, (ii) facilitate public health planning and service delivery, and (iii) support research consistent with applicable privacy protections. Establishes the Neurodegenerative Disease Research Support And Grant Fund to make grants to public or private not-for-profit entities for the purpose of conducting neurodegenerative disease research. Sets forth provisions concerning equity and rural access; coordination with federal programs, academic centers, and private partners; reporting; limitations; and rulemaking. Amends the State Finance Act to make a conforming change. Effective immediately.

HB 4599, Representative Maurice A. West, II
Provides that the Act may be referred to as the Nautica Horton Act. Amends the Children and Family Services Act. Requires the Department of Children and Family Services to reimburse a deceased minor’s parent or any other relative for the cost of any funeral and burial or cremation services charged to or paid by the parent or relative if the minor’s death occurred while the minor was under the care of or receiving services from the Department and the parent or relative lacks the resources to assume such costs.

HB 3043, Representative Maurice A. West, II
Creates the Criminal Justice Special Advocates Program for People with Disabilities Act. Provides that subject to appropriation for this purpose, the Department of Human Services shall establish a 3-year, 5-county pilot program to provide a minimum of one criminal justice special advocate in each selected county to serve the advocacy and support needs of an individual with an intellectual disability or a developmental disability involved in the criminal justice system of the county. Contains provisions concerning the selection of counties; the qualifications and duties of criminal justice special advocates; and Department evaluation and reporting requirements.

Appropriates $2,500,000 from the General Revenue Fund to the Department of Human Services for a grant to the Illinois Prison Project for the purposes of legal support, representation, and education for incarcerated persons in the Illinois Department of Corrections. Effective July 1, 2026.

Appropriates $5,000,000 from the General Revenue Fund to the Department of Human Services for a grant to Laureus Sport for Good Foundation USA for program and operating expenses for youth-development based sports initiatives. Effective July 1, 2026.

Appropriates $15,000,000 from the General Revenue Fund to the Department of Human Services for the Pretrial Success Program. Effective July 1, 2026.
HB 5725, Representative Maurice A. West, II
Appropriates $500,000 from the General Revenue Fund to the Department of Human Services for a grant to Treatment Alternatives for Stronger Communities to support its pursuit of certification as a Comprehensive Community Mental Health Center. Effective July 1, 2026.
HB 4831, Representative Elizabeth “Lisa” Hernandez
Amends the Survivor Support and Trafficking Prevention Article of the Illinois Public Aid Code. Extends eligibility for State funded cash assistance and SNAP benefits to humanitarian immigrants, subject to available funding, if they are not eligible for such benefits solely due to citizenship or immigration status requirements but otherwise meet the financial and nonfinancial factors of eligibility. Lists the classes of humanitarian immigrants eligible for SNAP benefits under the Article. Provides that any individual residing in an institution or other setting that provides the majority of the individual’s daily meals is not eligible for SNAP benefits. Exempts persons who do not have legal authorization to work from the statutory work requirements. Makes other changes. Effective immediately.
